About us

domusrehabita is a Lisbon-based office focused on the development and innovation of the built environment, architecture and urbanism. Founded in 2004, the office’s unique approach is shaped by the experiences of over 60 projects to date. Our projects range from small buildings to 1 000 hectares master plans.

We collaborate with a diverse client base: public sector parties, institutions as well as companies and private clients. Other strategic development projects include 27 urban regeneration strategies in Portugal (including urban rehabilitation strategy of Lisbon 2011-2024). At domusrehabita, the multidisciplinary team shares one vision – to produce high-quality and innovative solutions.

Partner/CEO

Catarina Antunes Santos

Catarina is an architect graduated in 1999, with over 25 years of experience at the intersection of architecture, urban planning, and territorial policy — a career marked by both technical depth and strategic influence. Her professional footprint is substantial: she has contributed to landmark regulatory work including the Land Law's financial and fiscal instruments, the Code of Real Estate Appraisals, and the Legal Regime of Urban Rehabilitation in Portugal. She has been part of working groups shaping national frameworks for municipal land policy and fair value methodologies, and is the author of approximately 30 Urban Rehabilitation Strategies across the country. More recently, she joined the coordination team of the Almada Innovation District — one of Portugal's most ambitious urban regeneration initiatives. At practice level, Catarina leads the full project cycle — from concept and design development through to execution drawings, construction supervision, and on-site coordination — across architecture, urban rehabilitation, and planning commissions. She is a full member of the Portuguese “Ordem dos Arquitectos”, a member of the International Federation for Housing and Planning (IFHP), the International Network for Traditional Building, Architecture and Urbanism (INTABAU), and the World Monuments Fund. She has been published in academic and professional forums on territorial sustainability, public patrimony management, and urban finance, and has lectured at seminars on the ethics and principles of rehabilitation practice. She founded and has led the firm as CEO since 2004, setting its strategic direction, professional culture, and technical standards. Everything the team delivers reflects her vision.

Partner

Carlos Lobo

Carlos is Associate Professor at the Faculty of Law of the University of Lisbon, where he has lectured since the 1993–1994 academic year. He holds a doctorate in Law from the University of Lisbon. (Fundação Francisco Manuel dos Santos) His research and practice focus on Tax Law, Economic Law, Public Finance, and Regulation and Competition. He is a researcher at the Research Centre for European, Economic, Financial and Tax Law (CIDEEFF) and Scientific Coordinator of IDEFF's Postgraduate Programme in Tax Law. He served as Vice-Rector and Pro-Rector of the University of Lisbon between 2009 and 2014, and was a founding member of the Institute of Economic, Financial and Tax Law in 2003. (Universidade de Lisboa)

His career combines academic distinction with high-level public service and legal practice. From 1995 to 2001 he served as Advisor to the Finance Minister's Office across two Constitutional Governments, represented Portugal on the EU Banking Advisory Committee, and led the Portuguese team in negotiating Agreements for the Avoidance of Double Taxation, successfully concluding 37 new agreements. (Universidade de Lisboa) In January 2008 he joined the 17th Constitutional Government as Secretary of State for Tax Affairs. (Universidade de Lisboa) He subsequently became Tax Partner at Ernst & Young, serving as member of the Board of Directors and Market Leader for Portugal and Angola. (Universidade de Lisboa) In 2021, he founded Lobo Carmona e Associados, Sociedade de Advogados. (Universidade de Lisboa)

He is a member of the Portuguese Tax Association and the IFA, and sits on the editorial boards of several specialist journals. His publications include Banking Competition? (Almedina, 2001), Networked Sectors, Regulation for Competition (Almedina, 2010), and Finance and Taxation of the Environment and Energy and Finance and Taxation of Spatial Planning and Urbanism (both Almedina, 2019).

PROJECT MANAGERS

José Ferreira, senior civil engineer

José is a Civil Engineer graduated from Lusófona University of Lisbon (2005), bringing over two decades of hands-on experience across the full spectrum of construction and urban planning. His background is strongly rooted in urban planning, where he led the development and implementation of the Advanced Model for the Application of Compensatory Mechanisms in urbanistic plans — a technically demanding role that shaped much of his professional focus. Within the team, José oversees the projects where the firm acts as developer, managing budgets, construction supervision, and structural engineering design. He is the point of reference for works coordination, cost estimation, and everything that connects design intent to built reality. He has been with the team since 2005 — a tenure that reflects both his commitment and the trust placed in him.

Paulo Viegas, senior architect

Paulo is an architect graduated from Lusíada University of Lisbon (2003), with over two decades of experience spanning architecture, urban planning, and building rehabilitation — following projects from the first feasibility assessment through to completion on site. His practice covers the full project lifecycle: from design development and execution drawings to construction supervision, ensuring continuity and coherence at every stage. He has a particular strength in 3D visualisation and simulation — crafting immersive virtual environments and compelling renders that allow clients to engage with and promote their investment well before ground is broken. Paulo has been with the team since 2007, and remains one of its most versatile technical voices.

Catarina Martins, architect

Catarina joined the team in 2019 as an intern and has since grown into her current role as Project Manager — a trajectory that speaks for itself. She holds a degree and an integrated Master's in Architecture from the Faculty of Architecture, University of Lisbon (2018), with a formation rooted in design thinking and territorial awareness. Her work spans architectural project coordination, building rehabilitation, and urban planning, bridging strategic vision with technical execution.
